Please note that on January 2, 2023, changes introduced to Article 25 of the Law of the Republic of Belarus “On Appeals of Citizens and Legal Entities” came into force. In this regard, filing electronic appeals will be possible only with the help of the state unified (integrated) republican information system for recording and processing appeals of citizens and legal entities - an Internet resource APPEALS.BEL.
Electronic appeals from citizens, including individual entrepreneurs and legal entities are considered by JSC Kletsk Mechanical Plant in accordance with the requirements of the Law of the Republic of Belarus dated July 18, 2011 No. 300-Z “On appeals from citizens and legal entities.”
Electronic requests must be reviewed no later than 15 days, and those requiring additional study and verification – no later than 1 month.
Responses to electronic appeals are sent electronically to the email address specified in the electronic appeal, or in writing to the address of the place of residence (place of stay) of a citizen or location of a legal entity in cases established by the Law of the Republic of Belarus of July 18, 2011 year “On appeals from citizens and legal entities.”
An electronic appeal may be left without consideration on its merits in the following cases:
1. is not presented in Belarusian or Russian;
2. does not contain the surname, first name, patronymic (if any), address of the citizen’s place of residence (place of stay);
3. does not contain the full name of the legal entity and the address of its location, surname, first name, patronymic (if any) of the director or person authorized to sign applications in the prescribed manner (for legal entities);
4. contains text that is unreadable;
5. contains obscene or offensive words or expressions;
6. the application submitted by the applicant’s representative does not include electronic copies of documents confirming his authority;
7. the appeal is subject to consideration in accordance with the legislation on constitutional proceedings, civil, civil procedural, economic procedural, criminal procedural legislation, legislation defining the order of the administrative process, legislation on administrative procedures, appeals are appeals from the employee to the employer or another is established in accordance with legislative acts procedure for filing and consideration of such appeals;
8. contains issues that are not within the competence of JSC Kletsk Mechanical Plant";
9. the deadline for filing a complaint was missed without a valid reason;
10. the applicant has filed a repeated appeal if it has already been considered on the merits and does not contain new circumstances relevant for consideration of the appeal on the merits;
11. Correspondence with the applicant on the issues stated in the appeal has been stopped.
Documents and (or) information may be attached to electronic appeals (documents confirming the authority of the applicants’ representatives, documents on the results of the previous consideration of appeals and other documents and (or) information necessary to resolve the issues set forth in the appeals). These documents can be attached in the form of files in the following formats: .doc, .docx, .rtf, .tif, .jpeg, .pdf, .jpg, .tiff.
The applicant has the right to withdraw his electronic appeal to Kletsk Mechanical Plant OJSC by submitting a written application or sending an application in electronic form in the same way as the electronic appeal was sent.
